Relationship with Existing Agreements
The purpose of the new basic agreement is to make the collaboration between owners and EuroParcs more transparent and straightforward. It consolidates and clarifies terms that were previously spread across multiple documents, such as the General Provisions, the Management and Operating Agreement (BEX), and the park regulations. Due to the acquisition of various parks and brands (such as Droomparken and Uniekparken), there are currently different agreements within EuroParcs, which can sometimes lead to confusion. The new basic agreement establishes one uniform set of terms for all owners.
How Does This Work with My Deed?
Your notarial deed remains valid and typically includes the general provisions of the park. However, in some cases, these provisions may conflict with the terms of the basic agreement. To address this simply and without incurring high notarial costs, a priority clause has been included in the basic agreement. This clause determines which agreement takes precedence in the event of conflicts, allowing both documents to coexist. When selling your property, the new terms will be included in the deed at no additional notarial cost, ensuring your original rights are preserved.

Transparent agreements
Agreements are recorded more simply and clearly. We know from experience that many owners are not always aware of all the agreements in various contracts, such as the purchase agreement, deed of general terms and conditions, park rules and the management and exploitation agreement. With the basic agreement, you now have a clear overview of the most important agreements regarding the ownership of a holiday home on a EuroParcs park.
Quality of services and complaints handling
If services are not provided or are insufficiently provided by EuroParcs, you as the owner can use the complaints procedure. EuroParcs undertakes to respond within 15 working days; if not, or if the service is not brought to the agreed quality level, you will receive a pro-rata credit. In addition, we are developing a renewed owner portal where you can gain insight into the performance of services, including reports such as photos. We expect to roll this out in 2025.
Consultation on service quality
The basic agreement includes a consultation process in which the BvE, possibly with a sounding board group, can influence the level of services and provision of services. In this way, we jointly examine how the service quality can be further optimised.

Clear agreements allow EuroParcs to work more efficiently, which benefits both the rental and the guest experience. In addition, the reduction in complexity helps to keep costs manageable.
Flexibility in user models
Many owners indicated that they needed the option to switch user models. The basic agreement makes this easier, for example if your situation changes due to retirement or other holiday needs. Most user models run for three years, after which you can switch without this affecting the basic agreement.
More Freedom for Personal Use
We are relaxing and harmonizing the rules for personal use. Family and friends can use the property as long as this does not involve commercial subletting and guests are registered in the night register.
Risk Management for Rentals
The new models make it easier to agree on rental terms and the desired level of risk in advance. You can choose an usage model with upfront certainty at the start of the year or a more flexible model for owners who actively rent out their property and are willing to take on more risk.
Fair Damage and Breakage Policy
Fixed costs for minor maintenance and inventory will be eliminated. Instead, a fee will be charged per guest night. This means that properties rented out more frequently, and therefore more prone to damage, will contribute proportionately.
Simplified Invoicing
Depending on your chosen usage model, you will receive up to 95% fewer invoices annually, making the process more straightforward. In most models, costs are included in the annual statement, simplifying administration for both you and EuroParcs.
Optimization of Local Taxes
For owners with a variable rental contract, local taxes such as second-home tax may apply, depending on the municipality. Improved wording in the agreements helps prevent unnecessary tax assessments. For example, personal use is limited to a maximum of 90 days, or five weeks for active owners, to minimize tax obligations.
Rental Pool
With the introduction of the rental pool, rental income is pooled at the park level and distributed fairly. This ensures more stable earnings and provides better protection against low rental results. It also eliminates the need for monthly settlement statements per property.
Clear VAT on Rental Income
Rental income will be displayed excluding VAT, and the owed VAT will be paid separately. This prevents the risk of higher commission deductions in the event of VAT increases and applies to new contracts.
Income from Cancellations
Cancellation income (received into the EuroParcs account) will be considered rental income, so you will also receive your usual share of these earnings.
Annual Information Updates
At the request of owners, we provide annual updates on developments in the recreational market, within EuroParcs, and specifically at your park. The owners' association (BvE) board will receive insights into the rental dashboard at every meeting, showing rental trends at your park.
Maintenance Blocks and Inspections
Maintenance work carried out by owners is not considered personal use. In consultation with the park manager, overnight stays during maintenance are permitted. For owners with a fixed rental income, an annual property inspection is possible.
Cleaning After Personal Use
You may handle cleaning after personal use yourself. The inspection fee will be waived; however, if the cleaning is deemed insufficient, cleaning costs will still be charged.
